本研究旨在探究地方層級課程治理的實踐，以臺灣嘉義市為個案。自臺灣教育改革與《地方制度法》實施後，地方縣市教育局處的角色和責任也得到了提升。然而，地方政府在面對教育治理中扮演的關鍵角色，特別是在課程發展和教育質量提升方面，仍然存在挑戰與問題。本研究旨在解析地方層級課程治理的驅動因素，以及嘉義市的治理思維和機制。透過文件分析、深度訪談和焦點團體訪談，本研究首先指出地方層級課程治理日益重要的驅動因素；其次發現嘉義市課程治理與地方首長教育領導的緊密關係，透過教育發展綱領作為治理思維的引導，以及專案辦公室在地方課程治理中所扮演的關鍵整合機制。最後，提出未來深入研究的方向，以進一步探討地方層級課程治理的相關議題
This study aims to investigate the practice of local-level curriculum governance, with Chiayi City in Taiwan as a case study. Since the implementation of education reforms and local government legislation in Taiwan, the roles and responsibilities of local municipal education bureaus have been elevated. However, challenges and issues still persist for local governments, particularly in their pivotal role in education governance, especially in the realms of curriculum development and enhancing educational quality.
