해양경찰의 드론 활용을 위한 임무특화교육 방안

최근에는 드론을 활용하기 위해서 다양한 국가기관 및 공공기관에서 임무기능 장비의 개발 및 탑재를 통해 드론의 활용을 극대화시키는 경향을 보이고 있다. 해양경찰에서도 드론을 활용한 연안경비, 인명수색, 해양오염, 어업감시 등이 이루어질 것으로 전망된다. 이렇게 해양경찰의 임무에 있어서 드론의 활용을 위해서는 해양환경에서 활용 가능하고 해양경찰의 특수성이 반영된 특화교육의 필요성이 요구된다. 이러한 특화된 교육을 드론임무특화교육이라고 할 수 있는데, 이는 드론의 기초조종능력을 포함한 각종 현장의 특성에 맞는 임무에 특화된 조종능력을 교육시키고 현장에서 필요한 각종 임무장비의 활용과 수집된 정보를 처리하는 기술의 교육이라고 할수 있다. 이러한 임무특화교육 방안을 제시하기 위해서 해양경찰의 주요임무와 드론활용 가능영역에 대해 제시하였다. 아울러 임무특화교육을 위한 방안으로 임무특화교육을 위한 이론 및 실무 강사진의 확보, 이론 교육을 위한 강의장 및 상황별 첨단가상훈련 교육장 확보, 실습교육을 위한 허가된 드론 훈련장 확보 등을 제시하였다. 또한 해양경찰분야 임무특화교육 모델의 개발을 위해 드론의 조종의 기초교육이라고할 수 있는 초경량비행장치 무인멀티콥터 조종자 자격을 갖출 수 있는 커리큘럼을제시하였으며, 전문교육으로 해양경찰 임무특화 일반교육과 실무교육으로 구성하여주요 커리큘럼을 제시하였다. 일반교육에서는 각종 임무장비로 수집된 자료들을 처리할 수 있는 소프트웨어적인 기술들을 제시하였다. 또한 실무교육에서는 해양의 극한 환경을 극복하여 임무를 수행할 수 있는 할 수 있도록 특화된 조종능력 향상을위한 커리큘럼을 구성하였다 The origin of 'drone' means male bees because the Unmanned Aerial Vehicle’s propeller sound is like that of male bees flying in the sky. A drone was used for the military purpose for the first time. Afterwards, drones got compact and functionalized, and has been being used for many purposes not only of recreation but of product delivery etc. among people. Recently, in order to its wide and practical use of drones, various national and public organizations try to maximize the use of drones through its developing duty function and loading equipment. The development and distribution of drones to perform public service mission would be rapidly increased. The marine police has been made efforts to introduce drones with positive interest in performing their jobs through the Unmanned Aerial Vehicle. Lately, the marine police has performed a pilot project to limit regulation by being selected to the 'Drone operation project: for Coast Guard·Field Search’. It is expected that the marine police would implement drone to inshore patrol, search and rescue, marine pollution, fishery inspection, etc. by using drones in the future. Specified training reflecting speciality of the Marine Police is desperately required for their duty performance by drone application in the marine environment. Namely, the training can be called “a drone duty specified training” which refers to a training for building its control capacity and utilizing those duty equipment. This study would mainly discuss the drone duty specified training when the marine police perform their duties. To present the plan for the duty specification training, this study would also explore the main duty of the marine police and examine the available area of drone use. KCI Citation Count: 1
