Barsalou discusses who is calling for Palestinian reform and why, what kinds of reforms are contemplated and what has been accomplished to date, and the major obstacles to reform.
AbstractList An exploration of Palestinian reform focuses on who wants reform, the types of reforms being considered, accomplishments to date, & major obstacles. It is maintained that calls for reform have come primarily from the Palestinian community but also from the US, Israel, & the European Union. The renewal of violent conflict with Israel has provoked frustration & anger among Palestinians that has been directed at the inefficiency & corruption of the Palestinian Authority (PA). Key concerns are constitutional reform, the relationship between the PA & the Palestinian Liberation Organization, judicial independence, elections, corruption, & reducing/reforming security forces. The major internal impediment to reform is the lack of a centralized leadership capable of bringing together multiple political & military factions. Key external obstacles to reform are continued Israeli occupation of Palestinian territory & the economic crisis. Lessons learned from democracy-building efforts by the West in other conflict-plagued countries suggest that US & Israeli demands run counter to the determination of Palestinians to carry out their own reforms.
