Abstract | The subject of targeting public- and private-sector programs to female-headed households in developing countries in order to attack poverty and social disadvantage is controversial and lacking in rigorous evidence. One argument is that women who head households are worthy of special attention because they are triply disadvantages: they experience the burdens of poverty, gender discrimination, and absence of support as heads of household. The opposite argument is that female headship should not be used as the main targeting criterion because female headship is not always correlated with poverty, there are practical differences in identifying de facto headship, and there may be perverse incentive effects as a result of targeting benefits or services to single mothers - that is, it may promote rather than discourage single motherhood. An analysis of government project experience is used with a review of the empirical evidence to answer the question of the desirability and efficiency of targeting female headship to reduce poverty in developing countries. |

AbstractList | Discusses the issues related to the definition and measurement of female headship and the importance of the concept for development policy; undertakes a systematic review of the empirical evidence on the relations between female headship and poverty. Examines issues in defining and measuring the prevalence and poverty of female headed households, and potential benefits and social and political costs of government programs for them. With review of the Women's National Service (SERNAM) designed to increase incomes, improve welfare, and fight gender discrimination in Chile; 1991-92. Identifies problems in the definition & measurement of female-headed households & presents results of a systematic review of the empirical evidence on the relationship between female headship & poverty. The experience of Chile in targeting female headship through government intervention shows that this can be an efficient way of reaching the poor, although the nature, rise, & vulnerability to poverty of female heads in a given locale should be evaluated prior to policy implementation. 4 Tables.
