Abstract This article proposes a competency model for a specialist of the "Teens of Russia" network of centers for working with online risks and resources, developed on the basis of the activity scheme proposed by Y. Engestrem. These centres operate on the basis of the strategic programme "Teenagers of Russia", implemented since 2022 on the initiative of the Presidential Ombudsman for Children's Rights in the Russian Federation. One of the areas of work of the specialists is the prevention of delinquency and the prevention of the involvement of minors in various types of destructive behaviour, including in the Internet environment. This necessitates the development of a competence model for specialists in the context of online risks. Six competencies have been identified (subject, legal, interdepartmental, technological (digital), communicative, subjective). Approbation of this model was carried out with the participation of 147 specialists from adolescent centers, which made it possible to determine the current state of these competencies among respondents. Measurement of the development of these competences in specialists working with adolescents showed that they are formed to a very different extent. The main correlations between these competencies and subjectivity (and its characteristics) were also identified. It is shown that all competencies (with the exception of legal ones) are connected with subjectivity (or its components).
