Abstract In making a regional plan, it is important to incorporate the future economic condition and regional structure. At present, the study area, San-en region in Japan, trans-border cooperation has been being active, thus the construction of a regional plan emphasizing the promotion of economic activities and efficient land use is a significant issue. This article focuses upon the improvement of the road networks in the study area including construction of new trunk roads, and then aims at developing an integrated transport and economic model to measure the economic impacts of new road construction. By applying this model, this paper attempts to measure the transport and economic impacts of the future plan of road network improvement.
